Amends Hawaii Revised Statutes Section 196-9(b) to require all state agencies to reasonably provide and maintain onsite collection methods for recyclable materials including paper, plastics, and deposit beverage containers at their buildings and facilities.

Mandates that recycling receptacles be located in proximity to solid waste disposal receptacles at state facilities.

Changes waste minimization language in agency requirements from "revising" to "reusing" materials as part of standard operating practices.

Appropriates unspecified general revenue funds for fiscal year 2016-2017 to the Department of Accounting and General Services for provision and maintenance of onsite recyclable material collection methods at state facilities and buildings.

Takes effect July 1, 2016.
