Mandates permanent retention of student transcripts in a form prescribed by the director, ensuring long-term preservation of academic records.

Allows the director to prescribe the time period for retaining other requested records, replacing the previous ten-year retention requirement and enabling flexible record management.

Requires the department to dispose of records in a manner that protects the privacy of personal information when records are no longer needed.
