Legislature finds that Hawaii has a traditional heritage of midwifery care and that a previous sunrise audit from 1999 recommended studying regulatory processes for certified professional midwives.

Requires the auditor to conduct a study determining whether licensure for certified professional midwives who practice midwifery care is warranted.

Study must examine qualification and training standards, necessity of licensure or continuing education requirements, alternative forms of regulation, cost impacts on the State and regulated midwives, and other relevant issues.

Auditor must submit written report of findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular 2017 legislative session.
