All law enforcement agencies must conduct an inventory of sexual assault evidence collection kits by September 1, 2016, and report the number of untested kits and collection dates to the Attorney General.

The Attorney General shall submit a comprehensive report to the Legislature by December 1, 2016, detailing the number of untested kits, past testing decisions, reduction progress, and plans for prioritizing future testing.

The Attorney General's report must include victim notification procedures, testing locations, expected costs, potential funding sources including federal grants, and recommendations for further legislative action.

Beginning July 1, 2017, all law enforcement agencies must submit new sexual assault evidence collection kits for testing according to established criteria, with all untested kits to be tested by July 1, 2018.

$500,000 is appropriated for fiscal year 2016-2017 to test at least 500 untested kits by December 31, 2016, through accredited forensic laboratories with results entered into the FBI Combined DNA Index System.
