Prohibits consumer fireworks use statewide except for cultural and religious events authorized by permit, eliminating the previous allowances for New Year's Eve, Fourth of July, and Chinese New Year celebrations.

Restricts purchase and possession of consumer fireworks to permittees only, with a $25 permit fee required for cultural events allowing up to 5,000 firecrackers per permit.

Continues to allow display fireworks, articles pyrotechnic, and aerial devices conducted by licensed professionals under a $110 permit fee.

Maintains existing prohibitions on setting off fireworks above the first floor of buildings, in vehicles, near hospitals, schools, places of worship, public spaces, and within 500 feet of hotels.

Takes effect upon approval and does not affect rights, penalties, or proceedings that occurred before the effective date.
