Establishes a state administrative rules review task force attached to the office of the lieutenant governor to identify and recommend repeal of administrative rules no longer authorized by statute.

Task force composition includes three governor-appointed members representing executive branch agencies, the chief justice of the supreme court, the president of the small business regulatory review board, an administrative law expert appointed by the governor, and an invited representative from the Chamber of Commerce of Hawaii.

Task force shall review existing administrative rules, determine which lack current statutory authorization, and recommend their repeal without compliance with chapter 91 public notice or hearing requirements.

Members receive no compensation but are reimbursed for necessary expenses, with the lieutenant governor's office providing administrative and technical support.

Task force must submit findings and recommendations to the legislature no later than twenty days before the 2017 regular session convenes and dissolves on June 30, 2017; effective date is July 1, 2016.
