Requires shippers receiving fireworks imported into Hawaii or between counties to notify the destination county fire chief prior to shipment regarding distribution method (pier to pier, pier to warehouse/storage, or pier to redistribution).

Defines "redistribution" as unpacking, segregating, and repacking consolidated fireworks shipments for temporary transport to licensee storage, wholesale, or retail sites.

Adds exceptions to fireworks prohibitions allowing use of fireworks in film and movie productions with valid county fire department permits and authorizing testing, disposal, or destruction of illegal or unwanted fireworks by authorities having jurisdiction.

Amends labeling requirements for display fireworks and articles pyrotechnic, changing label size from nine by nine inches to at least nine square inches, with allowance for smaller labels when device size requires it.
