Requires the office of the governor to identify state buildings at "high risk" for terrorism, including departmental offices, legislative facilities, judicial buildings, and public schools.

Mandates development and implementation of a master security plan for high-risk buildings that includes mandatory use of metal detectors, x-ray scans of baggage, and other security measures.

Requires the governor's office to determine a phased implementation timeline for the security plan, with the timeline to be completed no later than December 31, 2016.

Directs the governor's office to submit a written report to the legislature no later than twenty days prior to the 2017 legislative session detailing progress on the master security plan and phased implementation timeline.
