Reduces the minimum Hawaiian blood quantum requirement for certain successors to Hawaiian home lands leases from one-quarter to one thirty-second.

Applies the reduced blood quantum requirement to spouses, children, grandchildren, brothers, and sisters of deceased lessees who wish to inherit leasehold interests.

Updates terminology from "husband or wife" to "spouse" throughout the Hawaiian Homes Commission Act, 1920.

Declares amendments severable and effective only upon approval by the governor and consent of the United States Congress, with an effective date of July 1, 2050.

Aims to reduce displacement of descendants from interracial marriages and blended families while encouraging current lessees to maintain and invest in their properties.
