Establishes a new collective bargaining unit (unit 15) for graduate student assistants employed by the University of Hawaii.

Adds graduate student assistants to the definition of employees eligible for collective bargaining coverage under Hawaii Revised Statutes Section 89-6(a).

Exempts part-time graduate student assistants from the general exclusion of part-time employees working less than 20 hours per week, allowing them to participate in collective bargaining.

Places graduate student assistants under the same bargaining structure as University of Hawaii faculty and other personnel, with the governor having three votes, the board of regents having two votes, and the university president having one vote in negotiations.

Includes graduate student assistants in the impasse resolution procedures under Section 89-11, allowing access to mediation and other remedies when contract negotiations reach an impasse.
