Establishes a new chapter in Hawaii Revised Statutes to regulate veterinary technicians and the practice of veterinary technology, making Hawaii the first state to formally recognize veterinary technicians as health professionals.

Requires veterinary technicians to register biennially with the Department of Commerce and Consumer Affairs and prohibits use of titles "RVT," "VT," or similar designations without registration.

Sets qualification requirements including minimum age of 18, passing the Veterinary Technician National Examination, and completing an accredited program, holding comparable licensure from another state, or having five years of Hawaii practice experience before July 1, 2021.

Limits veterinary technician practice to five specific procedures under direct veterinary supervision: monitoring anesthesia, intubating, dental cleaning, creating relief holds for intravenous catheters, and practice/laboratory management activities.

Establishes a $100 surcharge per registration and renewal to fund implementation, with funds transferred to the compliance resolution fund until appropriated amounts are collected.
