Creates a statewide silver alert program to be activated when a senior citizen aged 65 or older goes missing in Hawaii, integrated with the existing Maile Amber Alert program.

Requires state civil defense division, county police departments, local broadcasters, and relevant agencies to develop and implement the silver alert system.

Silver alert can be issued when a missing senior citizen has an impaired mental condition (such as Alzheimer's or dementia), their location is unknown, and their disappearance poses a credible threat to their health and safety.

Alert must include appropriate information from police, details that may lead to safe recovery, and instructions for the public to contact law enforcement with any information about the missing senior.

Takes effect on July 1, 2016.
