Requires the state auditor to conduct a comprehensive management, financial, and program audit of the University of Hawaii, including all programs whether established by statute or administratively.

Auditor must submit a report to the legislature containing all findings, recommendations, and any proposed legislation.

Report must be submitted no later than twenty days prior to the convening of the 2018 regular legislative session.

Takes effect upon approval.
