Limits rebate eligibility to applicants whose federal adjusted gross income does not exceed specified thresholds, with different limits based on filing status (single, head of household, or married filing jointly).

Caps individual rebate amounts at $10,000 per cesspool for upgrading or converting to a septic system, aerobic treatment unit system, or connecting to a sewer system.

Prohibits penalties for cesspools found in noncompliance during inspections conducted as a result of a rebate application, protecting applicants from enforcement action.

Repeals on December 31, 2020, making this a temporary pilot program with an expiration date.
