Requires the Office of the Auditor to conduct a study on the regulation of insurance appraisers and insurance umpires in Hawaii, in cooperation with the Insurance Division of the Department of Commerce and Consumer Affairs.

Study must examine deficiencies in current statutory framework that may confuse consumers about who can provide insurance appraiser and umpire services.

Study must review how other states regulate insurance appraisers and umpires, and determine if Hawaii should implement additional regulation.

Office of the Auditor must submit study findings, recommendations, and proposed legislation to the legislature no later than twenty days before the start of the 2017 regular legislative session.

Act takes effect upon approval.
