Establishes a two-year agricultural theft and vandalism pilot project within the department of agriculture focused on investigating and prosecuting agricultural crimes in Hawaii County.

Requires the department to partner with Hawaii County to hire an enforcement officer within the prosecuting attorney's office or another law enforcement agency.

Mandates the department assess the pilot project by January 1, 2018, evaluating conviction numbers, prosecution best practices, crime prevalence areas, prevention strategies, and recommendations for statewide programs.
