Establishes a grant program for qualified feed developers to receive reimbursement for up to 50% of feed development costs sold to qualified producers, with a maximum grant of $200,000 per developer per year.

Requires qualified feed developers to comply with non-discrimination laws, obtain necessary licenses and permits, indemnify the State, submit quarterly and annual financial statements, and be verified by certified public accountant.

Denies reimbursement if the annual profit exceeds 10% after department evaluation and verification.

Appropriates $2,000,000 for fiscal year 2016-2017: $1,000,000 to reimburse qualified producers of milk, pork, eggs, poultry, beef, sheep, lamb, goats, and seafood for feed costs, and $1,000,000 for qualified feed developer reimbursements with up to $15,000 for program administration.

Amends existing law to remove outdated effective date references for qualified producer feed cost documentation requirements.
