HI HB2005

Establishes a pilot program allowing two private-pay individuals in a long-term relationship (married or civil union couple) to reside together in a three-bed community care foster family home certified by the Department of Health.

Limits the pilot program to 5-10 private-pay residents total across participating facilities, with operators having two years from admission of their first private-pay patient to accept any subsequent private-pay individuals.

Requires the Department of Health to develop qualification and eligibility requirements for participating homes and implement the program 3-6 months after enactment, with the program terminating two years after the last home admits its initial private-pay resident.

Directs the Department of Human Services to examine the potential effects of requiring adult residential care homes and expanded adult residential care homes to accept Medicaid recipients, including impact on other home and community service facilities.

Requires the Department of Health to report on pilot program implementation and Medicaid impact by 20 days before the 2017 legislative session, and requires the Department of Human Services to submit findings and recommendations by the same deadline.
