Reduces the retirement benefit multiplier for judges who first earn credited service as a judge after June 30, 2016, from 3% to 2% of average final compensation per year of service.

Applies the 2% multiplier to judges who are reappointed or appointed to a different court after June 30, 2016, for their years of service after the reappointment or appointment.

Maintains the 3% multiplier for judges who first earned credited service as a judge before July 1, 2016, and the 3.5% multiplier for those who earned service before July 1, 1999.

Increases the minimum retirement age for judges earning service after June 30, 2016, from age 55 to age 60, with benefits reduced for those retiring before that age.

Takes effect July 1, 2016, and does not affect rights and duties that matured or proceedings begun before the effective date.
