State departments and agencies cannot temporarily employ the same person in the same position funded by general funds for more than two 89-day terms without governor approval.

Governor approval allows temporary employment for up to eight 89-day terms within a consecutive 24-month period.

Exemptions apply to temporary positions created by workers' compensation claims, medical leave, ongoing investigations, shortage categories, working condition differentials, remote locations, seasonal demands, incumbent leaves with return rights, special education positions, or pending reorganizations.

Counties are not subject to this requirement.

Effective date is July 1, 2016.
