Amends Hawaii Revised Statutes section 387-9 to authorize the Director of Labor and Industrial Relations to approve First Job Training Programs.

First Job Training Programs must employ first-time hires in businesses with 25 or more employees that provide job training and education.

Programs must operate for a minimum of 6 months and a maximum of 1 year, with quarterly performance evaluations required.

Participants may receive an hourly wage of $8.00 per hour, provided the wage is not less than $2.00 below the prevailing minimum wage.

Graduates of the program may be offered full-time employment by their employer upon completion.
