Modifies Section 89-9 of Hawaii Revised Statutes to make health benefits of the employer-union health benefits trust fund a negotiable subject in collective bargaining, rather than excluding them from negotiations.

Removes the exclusion of "benefits of but not contributions to the Hawaii employer-union health benefits trust fund" from non-negotiable matters, allowing both benefits and contributions to be negotiated.

Permits negotiations over the benefits under health benefits plans and group life insurance benefits, with parties not bound by benefits or amounts contributed under prior agreements.

Maintains the prohibition on using arbitration to resolve disputes over the amounts the State and counties contribute to the health benefits trust fund.

Becomes effective July 1, 2091, with automatic repeal on June 30, 2017, returning Section 89-9 to its prior form.
