Appropriates funds for collective bargaining cost items negotiated with bargaining unit (8) for fiscal biennium 2015-2017, totaling $4,127,248 in General Funds for FY 2015-2016 and $13,042,475 for FY 2016-2017, plus additional Special Funds, Federal Funds, and Revolving Funds.

Appropriates additional funds for salary increases and cost adjustments for excluded state officers and employees in the same compensation plans as bargaining unit (8), totaling $259,486 in General Funds for FY 2015-2016 and $813,993 for FY 2016-2017.

Directs the director of finance to allot appropriated funds to appropriate state departments for expenditure in their respective fiscal years.

Requires that salary increases for employees whose compensation is paid from federal, special, or other funds shall be paid proportionately from those respective funds.

Provides that unexpended or unencumbered funds as of June 30, 2016, and June 30, 2017, shall lapse on those dates.
