HB 2015 Summary

• Increases the Hawaii Employer-Union Health Benefits Trust Fund (EUTF) board of trustees from 10 to 12 members: 6 representing employee-beneficiaries and 6 representing public employers and retirees.

• Shifts trustee selection from gubernatorial appointment to direct appointment by exclusive bargaining representatives for employee-beneficiary seats (6 trustees, one per specified bargaining unit).

• Restructures public employer representation to include trustees appointed by the Governor, University of Hawaii Board of Regents, Board of Education, Honolulu Mayor, county mayors, and one Governor-appointed trustee for retiree beneficiaries.

• Increases quorum requirement from 6 trustees to 8 trustees, with 4 from public employers and 4 from employee-beneficiaries, and raises the voting threshold from 3 to 4 trustees per side for valid votes.

• Takes effect January 7, 2059.
