HI HB2016

Establishes that the Hawaii Employer-Union Health Benefits Trust Fund (EUTF) shall consist of contributions from the Employees' Retirement System (ERS) representing the difference between state/county monthly contributions and actual health benefit costs.

Requires the ERS to withhold retiree and beneficiary contributions to the EUTF from their retirement benefit payments based on copayment billing information provided by the EUTF.

Mandates that beginning after January 1, 2017, the EUTF shall authorize automatic electronic payments in lieu of withholdings for retiree health benefit contributions.

Requires the EUTF board of trustees to submit a report to the legislature by January 15, 2017, on the status of automatic electronic deductions.

Specifies that the ERS is not subject to the Health Insurance Portability and Accountability Act (HIPAA) as a result of receiving and possessing copayment billing information.
