Requires the comptroller to conduct annual training for engineering personnel in executive departments and state agencies that manage capital improvement projects, with new employees receiving orientation training between annual sessions.

Mandates that departments and agencies use comprehensive project timelines covering all lifecycle phases: initiation, planning, design, bid, construction, and post-construction phases.

Requires use of state procurement office guidance for contract administration, including worksheets that track milestones and deliverables as they are completed.

Requires departments and agencies to identify and involve stakeholders throughout project execution and closing, including providing information about project costs, schedules, and performance.

Department of Accounting and General Services must submit a status report on implementation to the legislature no later than twenty days before the 2017 regular session convenes; effective July 1, 2016.
