Requires the Department of Land and Natural Resources to designate and adopt rules for at least five community-based subsistence fishing areas throughout the State by December 31, 2020.

Department must publish request for proposals by December 31, 2017, requiring submissions to include organization information, proposed location and boundaries, justification for designation, and a management plan.

Department shall conduct consultation process with proposal submitters, community groups, Native Hawaiian cultural practitioners, and interested parties by December 31, 2018, to designate the five areas and establish rules.

Rules for each designated area must include limits on taking aquatic life, restrictions on activities that disturb the marine environment, establishment of limited use zones if appropriate, and a process for area expansion.

Department must submit annual reports to the legislature beginning in 2017 detailing progress toward compliance and recommending any necessary legislation.
