Appropriates $450,000 from general revenues for fiscal year 2016-2017 to the Kahoolawe Island Reserve Commission for restoration, preservation, and safe public use of the Kahoolawe island reserve.

Requires the Kahoolawe Island Reserve Commission to submit a financial self-sufficiency and sustainability plan, including proposed legislation, to the legislature no later than twenty days before the 2017 regular session convenes.

Addresses the depletion of the Kahoolawe Rehabilitation Trust Fund, which was projected to be exhausted by 2016 after funding restoration efforts since the Navy transferred control of the island to Hawaii in 2004.

Supports continuation of the Commission's innovative management programs that combine ancestral and traditional Hawaiian knowledge with modern resource management techniques for ecological restoration and cultural preservation.

Effective date: July 1, 2016.
