Requires the Kahoolawe Island Reserve Commission, in conjunction with the Department of Business, Economic Development, and Tourism, to implement a three-year photovoltaic powered desalinization pilot project on Kahoolawe from July 1, 2017 through June 30, 2020.

Pilot project must study efficiency and cost-saving opportunities, conservation and water-security benefits, and potential for statewide technological development and implementation.

Mandates annual reports to the legislature beginning with the 2018 regular session through 2020, including findings, recommendations, and any proposed legislation.

Appropriates $500,000 from general revenues for fiscal year 2016-2017 to establish and implement the pilot project.

Takes effect July 1, 2016.
