Amends Hawaii Revised Statutes Section 183C-6(b) to modify the permit decision deadline for conservation districts

Changes the permit decision extension mechanism from optional ("may") to mandatory ("shall") automatic 90-day extension when an environmental impact statement or contested case hearing is required

Extends the 90-day additional period beyond the time necessary to complete Chapter 343 (environmental impact statement) or Chapter 91 (contested case hearing) requirements, rather than only at the applicant's request

Allows the board to approve any requests for additional extensions beyond the automatic 90-day extension

Takes effect upon approval
