Provides appropriations for fiscal year 2016-2017 to implement three of the six Aloha+ Challenge goals: natural resource management, clean energy, and green workforce development, with specific funding targeting sustainable management of Hawaii's natural resources.

Funds forest and outdoor recreation program to increase public access to trails, natural areas, and recreation infrastructure through easements, access agreements, and land acquisitions.

Appropriates money for watershed protection and forest conservation through the natural area reserves and watershed management program, supporting the Hawaii watershed partnerships that protect over two million acres of forest.

Establishes funding for the Hawaii invasive species council to combat invasive species threats across the state, with authority to transfer portions to other departments as directed.

Allocates resources for native species restoration and protection of Hawaii's 448 federally listed endangered plants and wildlife species, plus forest management activities including fuel reduction, reforestation, and renewable energy projects on state forest reserve lands.
