Establishes a two-year pilot program (July 1, 2016 - June 30, 2018) in the Department of Land and Natural Resources for a water security advisory group to enable public-private partnerships that increase water security.

Provides matching state funds on a one-for-one basis for projects and programs that increase groundwater recharge, reduce potable water use for irrigation, encourage water reuse, or improve potable and agricultural water use efficiency.

Creates a water security advisory group consisting of county water supply managers, state water resource management deputy director, and representatives from agricultural, private landowner, Hawaiian cultural, and conservation sectors to evaluate and prioritize project proposals.

Appropriates $750,000 in general revenues for fiscal year 2016-2017 to fund the program and allows the department to establish an account or fund for deposits from legislative appropriations, gifts, grants, and federal funds.

Requires annual reports to the governor and legislature summarizing approved projects, water conservation results, financial reports, and future budget projections; all program contracts must be executed by June 30, 2018.
