Establishes a five-year program under the Commission on Water Resource Management to provide technical assistance for standardized water audits of public water systems using American Water Works Association's Manual M36 methodology.

Requires counties to conduct water audits of county-operated public water systems during the first two years, with the program expanding to all large capacity public water systems and systems in designated water management areas in the following three years.

Mandates counties submit completed and validated water loss audit reports beginning July 1, 2018 annually, with other public water systems required to submit reports beginning July 1, 2021.

Specifies audit parameters including system boundary descriptions, water supply calculations, data assembly from operations, and identification and quantification of apparent and real losses.

Appropriates $650,000 from general revenues for fiscal year 2016-2017 to establish and implement the water audit program, effective July 1, 2016.
