Establishes a water conservation rebate program under the commission on water resource management to be implemented through contracts with public water systems and utilities.

Limits rebates to a maximum of 50% of newly constructed water conservation system costs, capped at $1,000 per residential household per year and $5,000 per commercial entity per year.

Defines eligible water conservation systems to include rain barrels, cisterns, hot water circulation pumps, low-flow nozzles, soil moisture sensors, air conditioning condensate capture, multi-unit water sub-meters, and high-efficiency toilets using 1.28 gallons or less per flush.

Prioritizes rebate funding to public water systems and utilities that match or leverage state funds with non-state funding.

Requires the commission to report to the legislature by 20 days before the 2018 regular session on the program's impact and provide a recommendation on whether to extend it.
