Requires the Land Use Commission to investigate and hold hearings on petitions alleging that a county violated or failed to enforce conditions or restrictions imposed for district boundary amendments or special use permits.

Strips county permit authority for project development if the Commission determines a violation or failure to enforce has occurred, unless the county or responsible party cures the underlying violation to the Commission's satisfaction.

Makes the Land Use Commission the approving authority for all permits and applications related to the project development following a violation determination, including zoning, subdivision, grubbing, and grading permits.

Establishes expedited judicial review procedures requiring complaints to be filed in the Supreme Court within 20 days of the Commission's determination, with hearings heard as soon as reasonably possible.

Becomes effective July 1, 2050.
