• Authorizes the land use commission to record a notice of noncompliance, modify existing conditions, or impose new conditions on reclassified land when petitioners fail to adhere to representations or commission conditions, as an alternative to reversion.

• Clarifies that only the commission or parties to the original proceedings (including successful intervenors) may file motions for orders to show cause based on alleged failures to perform conditions, representations, or commitments.

• Permits the land use commission to approve incremental districting for reclassification to urban districts when substantial development is not anticipated within twenty years of approval, while preserving the option to reclassify the entire petition area regardless of timeline.
