Amends Hawaii Revised Statutes section 121-10 to grant the adjutant general charge of all state property leased to the United States Army.

Requires all state departments to convey lands under their control that are leased by the U.S. Army to the state department of defense by June 30, 2017.

Mandates the department of defense submit reports to the legislature prior to the 2017 and 2018 regular sessions documenting all state lands leased by the U.S. Army and progress on land transfer requirements.

Transfers all appropriations, records, equipment, files, and property related to the functions transferred to the department of defense.

Takes effect upon approval.
