Requires the Hawaii Community Development Authority to undertake and complete the Kalaeloa energy corridor project to upgrade electrical infrastructure at the Kalaeloa community development district.

Utility ductline shall run approximately 8,400 feet along lower Fort Barrette Road and Enterprise Avenue from Kapolei Parkway to Midway Road, with a connecting line along Saratoga Avenue from an existing substation.

Ductline specifications include 1.5 feet by 3 feet cross-section installed predominantly under road pavement at approximately 5 feet depth, containing polyvinyl chloride conduits for electrical cables, telephone lines, and cable television lines.

Electrical connections shall include associated meters and laterals connecting to existing lines in adjacent non-Navy properties, with specifications subject to Hawaiian Electric Company standards.

HCDA must submit progress reports to the legislature no later than 20 days prior to the convening of the 2017, 2018, and 2019 regular sessions.
