Amends Section 206E-33 of Hawaii Revised Statutes to add a new development guidance policy for the Kakaako community development district.

Requires the Hawaii Community Development Authority (HCDA) to execute a memorandum of understanding (MOU) with landowners or developers that acknowledges ownership of all public streets or highways adjacent to the subject land before approving community development plans, amended plans, or permit applications.

Mandates the HCDA to accept ownership of any public street or highway where ownership is disputed between parties.

Makes various grammatical corrections to existing statutory language, replacing "which" with "that" and "such" with "the".

Effective date of July 1, 2050.
