Establishes a temporary Roads Commission within the Department of Transportation with representatives from state and county government, legislature, and public experts to review disputes over private road ownership, provide ownership opinions on five private roads, and recommend condemnation proceedings where appropriate; commission dissolves June 30, 2018.

Amends Hawaii Revised Statutes Section 264-1 to allow private road owners to petition county mayors to initiate condemnation proceedings if the road is part of a public route, lacks access restrictions, or has received public maintenance.

Exempts roads meeting county construction standards at time of original construction from having to meet updated standards when later condemned by the State or county.

Exempts the State and counties from maintenance or improvement obligations for three years after condemning a privately-owned road.

Appropriates $2,000,000 for fiscal year 2016-2017 to fund the Roads Commission operations and repair work on three specified Oahu roads: Kalani Street, Eighteenth Avenue, and Kalakaua Avenue.
