Establishes a new "special innovative procurement" process allowing the State to award contracts for supplies, services, professional services, or construction without competitive bidding requirements when the chief procurement officer determines it is advantageous for new or unique requirements, new technologies, or to achieve best value.

Requires the chief procurement officer to submit any procurement plan using this process to the attorney general for review and approval before issuing the bid notice.

Mandates that notice of the invitation for bids be given in the same manner as standard competitive sealed bids under existing law.

Requires written determination of the procurement basis and contractor selection to be included in the contract file, with annual public reports from the chief procurement officer detailing all determinations made.

Adds the special innovative procurement method as a seventh authorized source selection method under Hawaii Revised Statutes Chapter 103D, alongside existing methods including competitive sealed bids, sealed proposals, and sole source procurement.
