Establishes a new special procurement process allowing the State to award contracts for goods and services without full competition when the chief procurement officer determines it is advantageous for new or unique State requirements, new technologies, or public-private partnerships.

Requires the head of a purchasing agency to prepare a procurement plan documenting the process and justification for using special procurement, with submission to the Attorney General or corporation counsel for legal compliance review.

Mandates electronic posting of special procurement contract awards within seven days for at least one year, including contractor name, dollar amount, and the selecting agency head's name.

Requires written determination of the basis for special procurement selection to be included in the contract file, with annual reports to the state procurement office and legislature on all special procurements.

Takes effect July 1, 2030.
