Establishes a fair and reasonable pricing policy requiring procurement officers to make written determinations of price fairness for all contract actions, including change orders and contract modifications.

Requires contractors to submit certified cost or pricing data for change orders and contract modifications exceeding a threshold amount, regardless of whether the original contract required such data.

Clarifies that the state procurement administrator has authority to conduct periodic compliance reviews of procurement practices and procedures of all governmental bodies in collaboration with the state procurement policy board.

Requires all chief procurement officers to assist and cooperate with the administrator's compliance reviews.

Takes effect on July 1, 2016.
