Amends Section 11-381 of Hawaii Revised Statutes to limit campaign fund expenditures for elected officials on memberships in civic or community groups and protocol gifts to twice the maximum individual contribution amount allowed under Section 11-357.

Adds a new permitted use category (paragraph 8) for campaign funds to pay ordinary and necessary expenses incurred in connection with the candidate's duties as a holder of office, subject to the spending limitation on civic memberships and protocol gifts.

The limitation applies only to expenses for memberships in civic or community groups or for protocol gifts, while other ordinary and necessary office-related expenses remain unrestricted.

Takes effect on March 15, 2037.
