Establishes a community improvement districts program allowing the legislature to designate districts where state departments and counties coordinate to meet specific development goals and requirements.

Creates a community improvement district revolving fund administered by the department of accounting and general services, funded by loan repayments, legislative appropriations, federal grants, private investor contributions, and donations.

Authorizes the revolving fund to make loans to counties, state agencies, or private developers for planning, design, or construction of infrastructure improvements meeting district goals.

Establishes the Kapalama community improvement district pilot project (bounded by Waiakamilo Road, North King Street, River Street, and North Nimitz Highway) with goals to construct minimum 6,000 housing units (50% affordable rental, 25% affordable fee-simple) with pedestrian and bicycle transit focus.

Requires public infrastructure improvements in Kapalama to be completed by July 1, 2022, with quarterly reporting to the legislature on private investment progress and funding recommendations; takes effect July 1, 2030.
