Defines "retail wheeling" as the transmission of electric power from a seller's point of generation across a third-party-owned transmission and distribution system to the seller's retail customer.

Requires the Public Utilities Commission to establish policies, rules, and tariff requirements to implement retail wheeling and enable independent power producers to sell electricity directly to end users.

Directs the Public Utilities Commission to explore the feasibility of implementing retail wheeling in Hawaii, including opening an investigatory docket if necessary.

Requires the Public Utilities Commission to report to the legislature no later than twenty days before the 2017 regular session on the status of the investigation and any proposed legislation, then submit annual reports on implementation status until complete.

Takes effect on July 1, 2112.
