Requires government entities to obtain a search warrant or court order before obtaining real-time location information of an electronic device.

Permits warrantless access to location information in four circumstances: stolen device reports, emergency services calls, informed owner/user consent, and urgent situations posing threats to life with insufficient time to obtain a warrant.

Prohibits evidence obtained in violation of this section from being used in civil, criminal, or administrative proceedings and bars its use in affidavits seeking probable cause for search warrants.

Establishes a civil penalty of up to $50 for violations of the location information privacy requirement.

Defines "electronic device," "government entity," and "real-time location information" for purposes of the statute.
