Creates a simplified regulatory process allowing state and county agencies to develop public purpose projects requiring utility cooperation for electricity or fuel procurement without prior utility approval.

Defines "public purpose project" as any project determined to be in the public interest by an agency, including projects for waste management, water services, law enforcement, and public health.

Requires agencies to notify utilities of proposed projects and utilities to provide feasibility reports within 90 days at their own cost (recoverable from ratepayers with commission approval).

Directs the Public Utilities Commission to establish by January 1, 2017 a simplified regulatory process for reviewing and approving public purpose projects and authorizing utilities to procure electricity or fuel at commission-approved rates.

Takes effect January 1, 2112.
