Allows adopted individuals age 18 and older to access their sealed adoption records upon written request to the family court without requiring birthparent approval.

Permits adoptive parents and natural parents to access adoption records upon written request to the family court after the adopted individual reaches age 18.

Eliminates the previous requirement for courts to conduct searches for birthparents and wait for their response before releasing records to adoptees.

Removes the mechanism allowing birthparents to file confidentiality affidavits to block adoptee access to adoption records.

Takes effect upon approval; applies to adoptions regardless of when they occurred.
