Establishes a goal to reduce and ultimately eliminate Hawaii's dependence on imported fossil fuels for electrical generation and ground transportation by 2045.

Amends the Hawaii Clean Energy Initiative Program to extend its implementation timeline from 2030 to 2045 and adds requirement for the program to reduce dependence on imported fossil fuels for both electricity and ground transportation.

Requires the Department of Business, Economic Development, and Tourism to submit legislative reports including recommendations to achieve the 2045 fossil fuel elimination goals with timelines and benchmarks.

Amends Hawaii State Planning Act to add energy security and self-sufficiency objectives through the elimination of imported fossil fuels in ground transportation and electrical generation by 2045.

Takes effect on July 1, 2030.
